One thing to clear up first
All inclusive in Umrah does not mean what it means in Antalya or Sharm el-Sheikh.
There is no all inclusive resort in Makkah. Nobody brings food to a sun lounger. There are no unlimited drinks, no swim-up bar and no wristband. Anybody advertising that has borrowed the language of package holidays and applied it to something else entirely.
What all inclusive properly means here is that the logistics are handled. Every element of getting you there, housing you, moving you between the cities and getting you home is in one price with nothing added at the airport.
And one thing nobody tells you
Even a genuinely all inclusive package is not the total cost of your trip. There is a vaccine, insurance, food beyond breakfast, laundry, taxis and getting to your UK airport, and together they add several hundred pounds.
So the most useful thing this page can do is give you the honest number. There is a full breakdown further down and we have not seen another UK agency publish one.

The two most commonly missing

Breakfast
Included at most 4 and 5 star properties and variable at 3 star. We confirm it per hotel in your quote rather than making a blanket claim, because a blanket claim is how people end up paying for breakfast they thought they had.
The meals question, properly
This is the part of all inclusive that people actually mean, and it deserves a straight answer rather than a brochure one.

Why we usually advise against full board
Three honest reasons.
The food outside is better and cheaper. Both cities are full of good, inexpensive places open at all hours, and hotel buffets in Makkah are generally the most expensive option within walking distance without being the best.
The timings do not suit the trip. Your day runs around prayer times, not around a dining room that serves between seven and nine. On a proper Umrah trip you will eat at odd hours, often late, often after Isha, and a fixed sitting works against that.
And in Ramadan it is close to a waste. Free iftar is laid out across the mosque floor daily and volunteers will pull you down to join them whether you planned to or not. That is one of the better things that happens to people in Ramadan, and it is hard to enjoy if you have paid for a buffet upstairs.
When full board is genuinely the right call
Four situations, and in these we recommend it rather than resisting it.
Elderly travellers with limited mobility, where walking out to find food is an extra journey they do not need on top of five walks to the Haram.
Families with several young children, where the logistics of feeding everyone three times a day in an unfamiliar city are genuinely tiring.
Anyone with dietary requirements or a medical condition that needs predictable eating.
And first-time pilgrims who are anxious about the practicalities. There is nothing wrong with removing one thing from the list of things to worry about. If it lets you concentrate on why you are there, it has done its job.
What it costs
Full board typically adds somewhere in the region of £15 to £30 per person per day depending on the property and the tier. Over ten nights that is £150 to £300 a head.
Half board sits roughly in the middle. We quote the exact figure for your specific hotel rather than a range, because the range is wide.
What we would suggest instead
Take breakfast, budget properly for the other two meals, and eat where local people eat. On a ten night trip that will cost you less than full board and you will eat better.

What is not in that table
Gifts, dates, Zamzam-adjacent shopping, prayer mats, gold, perfume and everything else you will buy. That is entirely up to you and it is the line most likely to surprise you, because almost nobody comes home having bought nothing.
A sensible planning figure for a family is that shopping ends up somewhere between £100 and £400 across the trip. Set a number before you go rather than discovering it on your card statement.
The same trip at 4 star
Add £134 to the package and roughly the same everywhere else, so a realistic total of around £980 to £1,255. The extra buys you a hotel 300 to 700 metres out rather than 700 metres to 1.2 km.
A family of four
Do not simply multiply by four. Children two to eleven pay a reduced rate sharing with two adults, quad sharing costs no more than a twin per room, and food for a small child is a fraction of an adult’s.

What stays excluded, even on all inclusive
Stated plainly so you can plan for it.
Travel insurance
Not included in any Umrah package we know of, ours included. Buy it at the point of booking rather than later, because most policies only cover cancellation from the date you take them out.
The ACWY vaccine
A visa requirement rather than an optional extra, and not something an agency can provide. Your GP practice or a private travel clinic. Allow at least ten days before you arrive in Saudi Arabia.
Meals beyond breakfast
Unless you have specifically bought half or full board, which is priced separately.
Local transport within the cities
Taxis, the trip out to Masjid Aisha at Taneem for a second Umrah, and anything beyond the scheduled transfers and Ziyarat.
Excess baggage
You have 30 to 40 kg in economy, which is generous. If you exceed it coming home, that is on you and it is not cheap at the desk.
Getting to your UK airport
Parking for ten nights, train fares or fuel. On a 14 night trip long-stay parking is a genuine line item and worth pricing against a lift.
Laundry, phone data and everything you buy
All small individually and they add up, which is why they are in the table above.
Things that cannot be included, whatever anyone tells you
Short section, and worth reading before you compare quotes.
Your Umrah permit
The visa gets you into Saudi Arabia. A separate Nusuk permit reserves your slot to perform Umrah at Masjid al-Haram, booked in the app after your visa is approved. It is free and you book it yourself.
Your Rawdah permit
Also free, also through Nusuk, released on a rolling basis and frequently taken within minutes. Nobody can guarantee you one and nobody can sell you one.
If an all inclusive package claims to include guaranteed Rawdah access, that is the clearest possible sign to look elsewhere. Detail on the visa page.
Priority anything at the Haram
There is no premium queue, no fast track and no reserved area. Whatever you paid, you walk in the same doors.
A guaranteed specific hotel, without it in writing
Perfectly includable, but only if the property is named on your confirmation. Near Haram is not a hotel and a promise on the phone is not a booking.
Financial protection, and the question to ask
On any package holiday involving flights, ask the agency directly what financial protection applies to your booking and get the answer in writing, including any scheme membership number.
Why it matters on Umrah specifically
Saudi Arabia suspended a large number of foreign travel agencies for Umrah service violations in early 2026. Most operators are entirely straightforward, and the ones that are not tend to be identifiable by what they will and will not put in writing.
What to keep, whoever you book with
An itemised confirmation showing airline and flight numbers, both hotel names with distances, the total price with the visa stated as included, and the answer to the protection question above. Then your visa approval when it arrives, and screenshots of your Nusuk permits.
If anything goes wrong at check-in or during verification, the difference between a five minute conversation and a ruined afternoon is whether you can show somebody a document.

Who might not need it
